Commercial director Toby Moseley discusses his plans for CILEX’s long-term growth, the launch of the new AI Academy and why CILEX’s mission to make the legal profession accessible to all is so important to him

What are your role and responsibilities?

As CILEX’s commercial director, I’m responsible for revenue-generating activity across the organisation and ensuring that CILEX has a sustainable growth model for the future. I lead the business development team, which focuses on attracting prospective CILEX students and building relationships with employers and education providers, helping them to understand the opportunities CILEX represents for their organisations and employees. 

I also oversee CILEX’s marketing team, our data and insight capability, and the publishing department, which produces all of CILEX’s core learning and CPD materials, and other bespoke CILEX publications.

Tell us a bit more about your background. How did you come to work at CILEX?

I have spent a large part of my career working for professional bodies. Before joining CILEX, I was global head of partnerships at the Institute and Faculty of Actuaries. There I led business development and partnerships, driving membership growth and developing tailored propositions across the UK and internationally, primarily the Middle East and India. Working across academic, regulatory and corporate environments, I had to balance commercial innovation with public interest, ensuring both value to members and alignment with ethical standards.

I worked at ACCA (Association of Chartered Certified Accountants) for nine years, driving new revenue growth and partnerships across sub-Saharan Africa, Latin America, Central Asia, India and Europe.

I also have experience of the education sector – my career began (many years ago) in universities, working in international student recruitment, marketing and partnerships, including helping to establish a campus in Dubai. I have a strong interest in leadership and was fortunate to take a year out to study for an MBA specialising in strategy and leadership.

I am passionate about working for purpose-driven, member-focused organisations that deliver measurable value, growth and social impact. This is why CILEX’s vision for the legal sector and commitment to providing an accessible route into the profession really resonates with me. Having a parent who left school with no qualifications and then went on to train and become a chartered accountant, I fully understand the impact of professional qualifications and care deeply that they continue to open doors for others.

Joining CILEX was a welcome opportunity to be part of an organisation dedicated to providing a route into the law for all aspiring lawyers and paralegals, building a profession that reflects the society it serves.

What is a typical day like for you?

Given my role, revenue is always front of mind, so I’ll be looking at our performance, monitoring the growth of the CPQ and CILEX Law School courses. I want to make sure we are meeting our targets so that we deliver sustainable growth for CILEX and can continue to invest in products, services and benefits for our members.

Working with employers and education providers is critical to CILEX’s success, so I spend part of my day meeting with decision-makers and potential partners, to help build awareness in the value of CILEX.

I’m also focused on our long-term strategy, thinking about which innovative new products we should be developing. Our new AI Academy is a good example of how we are ensuring both our members and the legal profession as a whole have access to up-to-the-minute training and development opportunities.

I also work closely with senior colleagues, including our CFO, director of policy, membership director and director of regulation and standards to understand what the future of the profession looks like, the external factors that will impact us and what we need to consider to ensure that CILEX continues to adapt and thrive.

What are you working on at the moment?

Like many of my colleagues, I have been working on the impacts of the Mazur judgment, looking at how we can best support our members and employers to navigate the challenges that have resulted.

As we draw towards the end of the year, I am also very focused on planning for 2026, looking at what sort of growth we can expect, the relationships we need to build and considering what our employer proposition should look like for the next year and beyond. It’s a big piece of work focused on how we can deliver value for our members and growth for CILEX.

What do you enjoy most about your job?

I went along to the CILEX graduation ceremony this year and was able to speak to our members about the impact qualifying has had on their lives. It reminds me why I do what I do and the importance of CILEX to so many people who otherwise may not have had the opportunity of a legal career. Playing a part in that positive story is what motivates me.

I also appreciate working alongside some great colleagues who are both talented and knowledgeable, able to come up with fresh ideas as well as challenging me to consider different perspectives.

I enjoy getting into the data produced by our insights team to better understand our changing membership, analysing the trends we are seeing and working out what the drivers are so that we can use those insights to ensure we are appropriately resourced for the future.

What do you like to do away from your job to relax/have fun? 

I live in a small village, just south of Bristol near the Mendip Hills. It’s such a beautiful part of the country and I like to be active and get out as much as I can, either on my bike, for a run or cold-water swimming.

When I’m not outdoors, I like to socialise with family and friends – every Sunday you will find me in my kitchen cooking a roast dinner, one of my favourite ways to spend the weekend.
